The 2019.2 release of Vivado, Vitis, Model Composer & System Generator is the last version that supports Windows 7. Starting with the 2020.1 release, Xilinx no longer supports Windows 7.
In addition, Xilinx will also drop support for 32-bit HW Server Tools as of 2020.1.
